I'm currently using SoftEther, normally when do my IP address change? Is it disable VPN Client (Control Panel -> Network and Internet -> Network connections) or restart computer or trying to connect another server within a choice from Softether.

You should be able to connect and disconnect using the SoftEther program itself. I can connect now and no longer need to use it but it worked fine for me.
