People say it not ip block but it is. mostly like sega japan wont unblock other isp! only the Japanese isp will work

which is why lots of people outside of japan including myself and alot of my team can connect right? for the last time people its more likely an ISP/Backbone issue than a IP related one.

Personally I work two jobs, have a certain friend of mine pestering me to play Blade and Soul, and am currently playing Final Fantasy XIV anyway, so it's not like I don't have ways to pass the time.
