who gets the free skill reset pass?

Is there a minimum lvl for a character?
I made a 2nd character who is lvl 3 now, is that enough?

1 pass per character whenever sega gives them out, level doesnt matter

Nope, I get skill tree resets with lvl 1, 0 exp characters.

Skill tree reset passes are only given out to everyone when something is either tweaked or added to all classes. Maybe Sega change something along time ago that I wasn't aware of. In the past there were a few times they only gave reset passes to users of a certain class.

It is given out when there is a balance change that tone down certain skill or class.

So we might get another one, if they do another nerf, or the big balance tweak in august with Episode 3.

That was only when GU got SRoll skills and the requirement was to have at least one point spent in GU tree, I believe.
