Isn't that server connection timed out error?

No, I do not think so.

ban is 816 code.

that is not 816 code.

it is most likely server connection time out or something similar.

I get that a lot, it's a connection time-out. Try restarting whatever it is you're using to connect.

It is just a disconnection error. It used to happen from time to time.
The message says, "Disconnected from the Server."

It is not a ban...

And it can not be ban for HWID?

The message says サーバから切断されました which, if you pop into Google Translate, says "You have been disconnected from the server". Considering I've received that message multiple times, as I said above, and I am not banned, I would say it's safe to assume that no, it's not a ban.

Whatever connection method you're using is too slow and can't load the ship server properly when you try to connect to it. Like I said, restart it or fix your home connection or find a new method (or send a support ticket like I did).

Once you do get logged in, if you check the login log before the character selection screen, you can see what your record is and if you're in the green/yellow/red/etc for whatever method you're using.

And you can tell exactly where to write?
Well, that is they have several departments. You can link to and the name of the section?

I didn't send a support ticket to Sega since the problem is not on their end. The problem is with your connection.

I try out different methods to re-establish contact with the server.
1 to disable the firewall.
2 Switch off the antivirus.
3 Resetting the network stack using the command «netsh winsock reset».
4 Changed Wi-Fi setup and cut him off completely.
But the error remains still the same.
