Pingzaper/tweaker proxy both show ships as green but I get connection timed out error

recently I switched hard drives and reinstalled using the ep 3 package

it gives me the connection timed out when I select the ship

well I finally managed to log on
then I signed off pso2 to change my graphics options and now its the same deal again

whenever im on ship select it just gives me that stupid server connection timed out bs

when I try to connect without pso proxy/pingzapper at all the ships still appear as green and I still get the same error

this leads me to believe that im not actually getting a connection and I need to mess with some settings somewhere

any ideas?
