Which is Safer? VPN or Pso2Proxy? Anyone been banned?

Which has lower chance of getting me banned? has anyone been banned for either of these?

I can vouch for EC2 Linux & Windows proxy/VPNs: No bans after 2 months of usage so far

Before that, I used a public VPN program (where my IP & network changes every time I log in) for about 1-2 months, still no ban.

If you check in-game, you'll see a lot of "cafe" bonuses/rewards, so a lot of real JP players often change IPs anyway I think.
