Delsabre's Buster %'s ?

The first Delsabre I had made I did so in normal mode because in hard an Vhard I have not bothered to open all the quests. Does anyone know if the %'s are better if you have it made in vhard? Or would this not affect it whatsoever. Thanks

I believe it's completely random.
H or VH modes may increase the chance of a bonus %, but won't guarantee it.
The 2 Delsabre busters I picked up in normal mode are very different:
one was a +6 with no %bonus, the other had several % bonuses but no +.
I have another right arm and will try it out in VH mode when I get to play that mission again.
