Nah, Mega Rayquaza just doesn't require a Mega Stone, so it's item slot is open to make it even more hilariously broken.

I always go with fire or water. Grass always seems to be the worst to have in the late game.

From a story perspective, it's meh at best. From a gameplay perspective it's nice.

I thought they changed what's weak and strong mechanics in Gen 2 or 3 on how that worked. *Shrugs*
Don't forget they changed some Normal types to Faery types in the latest gen.
