No, just pso2.jp. Use a proxy to get on the site there's a few that work. You'll also need a VPN to log in the game if you can't connect to pso2.jp.

Here's a guide to the process of registration. (http://www.bumped.org/psublog/phantasy-star-online-2-pre-open-beta-registration-guide/)
This is the actual registration page. (https://iway.isao.net/sega/mail_in.cgi?product_name=pso2) It doesn't fall under pso2.jp, so you may be able to access it even if you can't connect to pso2.jp.
If you can't connect to that page, search google for a proxy, and input the link.

What you may not be aware of is that since PSO2 got hit with a DDoS attack both pso2.jp and the game itself are unavailable to many non-Japanese IPs. Most of us here have gotten a proxy/VPN and this is the only reason we're still able to play. The days of just registering and jumping into the game are over.

The solution can be an easy one if you're willing to put in a little effort. The tweaker (the program to launch PSO2 with English patches and such) has a proxy option that makes getting on very simple. Others of us, myself included, find one of many VPN programs available across the interwebnets. Mine is Hotspot Shield Elite, but it's a paid VPN so probably not what you're looking for.

I was able to register even without the proxy...and couldn't go right into the PSO2 website after finishing registering...my gmail gave me an Email from PSO2 welcoming me to the game but now I have a program that lets me enter there now anyway

Sign up server is not the same server as the official site and game server.

Well it's indeed you can use SEGA ID for PSO2, since day 1 of PSO2 release... in fact you must have one in order to play.
Since login page are separate from PSO2 mainpage, you can just jump straight there.
