problems talking to NPC

so i connect to the JP server using a VPN. there are lots of NPCs, with n without quests. when i try to talk to npc with quests, it turns out to be ok, everything goes fine. but when i report the quest, sometimes there is no dialogs at all. just the NPC n i staring at each other, and i'm not disconnected from the server. the same happens when i try to talk to NPCs without quests. just wanna talk to them and again we stare at each other with no conversations. please help me. does this mean that my internet is problematic ? i use PSO2 Tweaker as my launcher

Try running the game without any english patches.

If the game run fine then, make sure that you have installed *latest* english patch in case you want to reinstall it.
