PSO2 Client

On Facebook there's an official PSO 2 English page that links to a client download, it's supposedly in English does this connect to the same server and list everything in English or am I getting my hopes up?

That might be the SEA version, which is in full English. Most people here on the JP servers, which is 75% in English, if you install the English patches. The former is 1-2 years behind in content from the latter.
