PSO2 Servers grayed out

When I try to log in, my screen freezes for a few seconds and then it goes to the servers and they are all grayed out. Now i have tried it using putty i get an error and the same thing happens, I have also uninstalled the game. No I am not using the english patch so son't ask, I have also file checked already.

Occasionally, this is caused by your network hardware. Try the usual: Reset router and modem, restart computer, flush DNS. This is assuming that you were able to connect normally before.

Are you in SEA or China by any chance since those countries are IP blocked currently and you might need a vpn or proxy to log in, also by the file check, did you click on "check for pso2 updates" on the tweaker or the third button from the top on the official launcher?

No I am not from China and i have tried using putty as i stated earlier. Sense i am not using tweaker it is the 3rd option on the launcher

I am in the US on the west coast.
