After years of waiting I decided to finally jump on the Japanese severs , I finished getting everything I ready last night haven't had much time to play since then cause sleep and work . My question is where is all the English players and how hard is it to get into the game or how similar is it to previous installments

It's not pay to win.

There's the AC scratch, which is for vanity item, and AC shop, which sell convience item, such as Premium, and extra storage.

You can think of it this way: The game is fully functional as a free player, and getting Premium is like getting a subscription that nets you some extra goodies and perks.

You can buy it via webmoney (http://www.pso-world.com/forums/showthread.php?t=199490), or if you have an Android device (or Android emulator), you can use PSO2es (http://www.pso-world.com/forums/showthread.php?t=218543) which is cheaper and the transaction is done via Google Wallet.

And Premium is really just extra conveniences, and lots of players get along fine without them.
