I heard that they got rid of region lock but everytime i log on the ships are closed

Maybe one day, Elder will succeed to destroy all the SEA Arks Fleet.
Maybe SEA is a timeline where Double does not need to start to move.

Already happened once, Elder crashed ALL the Ship 1 blocks on SEA so bad that they had to emergency maint ( ﾟДﾟ)

Answering OP's question: SEA server is once again region locked to SEA residents only, so you need a VPN to play there again.

SEA server will never be unblocked from the announcement they made.
Might as well just play the JPN servers with more people, more ships, more content, more fun (and FUN), and so on and so forth.
