That's intentional.

Drawn 2D animation in Japan typically runs in the 12 FPS range (yes, you read that correctly), so any 3D animation gets its framerate cut to match. Part of the issue is that 2D artists will use smearing to help get around the smoothness issue inherent in the low frame rate, whereas the CG often lacks any such accompanying motion blur to offset the jitteriness.

Either way, this is clearly a low-budget cash-in product, so don't expect anything too impressive here.
