PSO2 fps drops when loading characters in lobby

I just got a new intel i7-4790k processor and I have a GTX 970 graphics card.When I go in the lobby I get a lot frame drops when initially loading other characters. My cpu usage usually isn't too high and my temps are stable. Anyone know what the problem might be?

Network/HDD related stuff, Xeon-980ti here, still get stuttering hard when loading into lobby

Well I guess its not too big of a deal since I won't have to deal with it in quests thanks for the reply.
