Do you read the end user license agreements for software? No? You should. Sometimes they say important things. Like not to build nukes.

Translated to English it reads:

7. Prohibition of Misappropriation

The user agrees not to use this software for the purpose of development, manufacturing and use of weapons of mass destruction (including nuclear weapons, chemical weapons, biological weapons, and missiles). This item does not condone the previously stated activities outside of the boundaries agreed to in this end user license agreement. :-o:-o

To be specific, you are prohibited to build weapon of mass destruction using the BENCHMARK/CHARACTER CREATOR

The main game software, on the other hand, can be used for such a cause without receiving any consequence (from Sega)

It'll freeze a couple seconds, and while airborne it'll stutter a lot before it hit the target, just to wait another minute before it really explode.
Also you can see a semi-transparent blue-red circle on it.
