No, you cannot use a support partner of an alt, but you can use your own Friend Partner.

How do you use your own friend partner?

It should be on the list. If you have two characters and you register one as a friend partner it will appear on the list with your friends' partners at the campship terminal when you play your other character . You can't earn fun with it though since it's on your own account and that's actually the easiest way to find it on your list.
