It is not a rumor.
Famitsu has interviewed Yuji Naka about this. Sonic Team is beta-testing the append disc now and it will be released in April http://www.pso-world.com/images/phpbb/icons/icon_biggrin.gif
Famitsu also stated that the data loss problem will be resolved in the append disc.......YAY!!!! no more BSOD http://www.pso-world.com/images/phpbb/icons/icon_biggrin.gif

It also states they have a way to lock out all cheat devices. I'll believe that when I see it.

As awesome as PSO is, there were a few problems... and a new disc might fix that.

Unconfirmed reports and rumors from our ninjas within the walls of SEGA have been hearing some interesting things regarding PSO. Although Phantasy Star Online has hooked in millions of gamers, the game isn't without a few problems like the fatal "BSOD" online bug. And with certain cheat devices enabling players to cheat online while playing PSO, it's rumored that SEGA will be releasing an "appendix disc" for Phantasy Star Online that will supposedly fix any bugs currently in the game, as well as putting a permanent "lock" to prevent cheat devices from working with the game. Furthermore, it's been rumored that this "appendix disc" will be released in the US and supposedly "unlock" Broadband compatibility that the import PSO version features. Nothing has been confirmed so far, but we'll be sure to keep you updated on any news regarding a new PSO disc.

I wonder if you will still be able to play online without this expansion disc. If you can, that defeats the purpose of adding anti-cheating measures. If you can't, I wonder how much this disc will cost.

The obvious question that no one's asked yet, "How are they going to distribute the 'Append disc'?"

It could have been with the ODCM before it went tits-up. Maybe call 1-800-USA-SEGA, tell em your serial numbers, and voila! Or mebbe it'll be a 5 dollar Software Etc. 'demo-disc.'
