Made a new character Today can't seem to get a full party going on Hard blocks. For VH Block 8 is eh but manageable.
Any other Hard blocks i'm not not aware of? You know, without the aids of B.1

EQ aside, you pretty much have to play the quest by yourself.
N/H/VH are kind of dead nowadays probably thanks to recent limited-time quest, also make use of party search.
You can find other parties that play same quest at the same difficulty even on the different blocks.
Also try PC-Vita blocks, too.

N-VH are dead because between area unlock COs, featured quests, bonus keys and all the EXP tickets you'll be able to level to 50 within a day if you're lucky.
