It's Vamos a Carnival from Samba de Amigo (https://youtu.be/GfWf74MfeOY?t=40s), the most well known song from that game, wouldn't surprise me if they're using Samba de Amigo music for the Easter EQ. As someone who owns and loves that game on the Dreamcast, it's really nostalgic hearing it again.

Anyway, regarding the scratch I'm floored by the disgusting prices. 30m for the skirt, 25m for the blue ribbon, 10m for the scarves. Why? Also as a side note, why is the Genesis Mantle animated when the Xion paint and Xiao costume weren't?

It's Sega being Sega. I would try AC scratches again but why bother when the scratches are so blatantly rigged to suck your money away with useless items nobody really wants.

You can bet in a year or two, SEGA will announce BRAND NEW FEATURE, "customizable colors for all outfits!"
It'll probably have some ridiculous dye system that requires AC to increase success, or something.
Or maybe changing color will require Stamina for Red, Green and Blue values.
Once you change Red you need to wait 5 hours to change Green.

Ryna explained it better than I could, the only thing I can add to that is it seems Sega have been digging further and further into their back catalogue of IPs for lobby/EQ music lately with the Daytona USA songs recently and such. Makes a nice change from having Aka-chan every White Day, EGGMAN every Easter and such.

Late April scratch is the guy's black/white suit and the girl's white dress with ugly sleeves and pink shoes again.
Also some kind of PSO1 style leotard/space armor outfit.

I never played that game, but this song was also in PSO for The Fake In Yellow quest iirc. I think you had to do something before turning the quest in.

The breast bag / boob pocket is one of the biggest reasons why I don't get many outfits in the first place (read: I am very picky). If Sega were to learn a thing or two about how clothing works, I wouldn't mind getting more of them.

Also, on topic, the white recolour of the Vixen is very nice.
