Playing again, need help understanding the new type weapons

Title, I understand the concept sorta. grinds to something like 30 35 or 40? By putting other new type weapons into it, right? But how do you increase attribute? How good are they? What weapons should I be aiming to get?

Playing a Ranger with a Red Rifle Potential 1 right now, and have literally no idea which direction to go gearwise, and information would be majorly helpful <3
