What does error code 249 mean?

or more specifically, from what i recall it's a generic "can't connect to server" error message.

if you were to pull the plug on your computer so it's completely cut off from the internet, that's the error you'd see. (this is also why people got 249's when sega had the routing issues a while back, and during maintenance when the servers aren't accepting connections)
