How do I unlock the Las Vegas free-field?

I've cleared every story mission on the C-line of the story board, up through the Las Vegas stage, but I still can't play on the free field.

Clear Koffie's "適正能力審査試練・東京 [Ability Review: Tokyo]"

Speak to Koffie, get Ability review: Tokyo and complete Tokyo exploration if you haven't done so, instantly clears if you did complete it before taking this CO.
