Can someone help me plz I am having a problem I am premium and I can't switch blocks and don't know why it keeps saying Cannot move to the selected block Error Code[704] can somebody tell me what that means

I believe that's the error you get now if you try to join one of the "expert" blocks before you've cleared five floors of the solo XQ.

So I have to clear 5 XQ solo before I can join any blocks

No you have to clear one time the XQ called "Heaven and Hell", the first 5 stages only.

And it's not for all blocks, just 14-21 or so. There are still XH blocks that aren't restricted.

Do you have to clear the objective as well or just pass it? I've passed the first 5 stages but failed one objective

no, the objectives are just there to make things interesting/easier

lots of players giving up of the game because of this restrictions, they are spliting the player base. This never ends well.
@OP the quest is not that hard. Watch some videos of your class beating the quest.

To be fair, if they can't pass this then they don't stand a fair chance beating new content as well which would encourage them to leave as well. All this does is provide a defined basis of how to define competent skill level, which isnt that high is a 75/50 char can clear it.
