Devil's Trailer

I Know that Devil's Trailer spawn in Las Vegas, and for the collection file you need an excube to drop.
So, how do I get this thing to spawn more frequently? I also somehow finished it last week, and I'm not entirely certain how.
If something ELSE can drop excubes, Id like to know what can.

Complete the excube objective on another file, the cube drop will count for any other CF you have on you at the time.

Alternatively you can do riding quest. It's highly random but you tend to get at least 2 trailers per a 10 minute run, sometimes as many as 5 or more.

Of course this assumes you're ingame at times when there's enough people who actually are interested in riding quests...
