The correct English for that sentence is:

'Anyone who refuses to use English properly'.

To say 'proper' english is a bad use of the english language itself. But not to worry, i just thought it was interesting to point that out.

Everyone needs to realise that this is a fricken message board. If you don't like what someone says, all you have to do is read over it, it's not like in real life where you are verbally assaulted.
