I just found C-bringers right arm yesterday... now what do i need to do to make it a weapon??

help!

Take it to Dr. Montegue. He's outside of the guild after you beat Doc's Secret Plan, if you play that (or certain other quests) again. Be sure you're carrying it when you speak to him.

Like all the other enemy parts you have to take it to Dr. Montague.
Finish all the quests on a difficulty. Then meet him on the quest Unsealed Door with the enemy part in your inventory. He should stand close to the teleporter to the Principal.
