Delsabre's Buster (ptII)

Can someone please tell me why I am unable to get Dr. Moutage (however it's spelled) to make this damn Sabre for me? I went through all the crap again on Hard this time, and went all the way to the ruins and stopped to go for the quest, and I can't do The Doc's Secret Plan before Dr. Osto's Research, nor can I do Unsealed Doors yet! Someone please clue me in as to what order I'm "supposed" to do these quests so I can get this freaking Delsabre's Buster! This is driving me mad being offline and alone!

you can go back to normal Mode in order to meet Dr.Montague.
If you ever finished the "Dr.`s secret Plan"-Quest, you will meet Dr. Montague in "Dr.Osto`s Research". He will show up on Pioneer2 EVERYTIME you start that Quest, since you can give him more than only that Item you have.

Dr. M. will show up on other quests also.... I had my Del Saber's right arm changed by doing the "Unsealed Door" quest on Normal difficulty. Dr. M. will probably show up on most of the guild quests you can take.
