How do you make those cool designs with your character on it

I've seen a few users who have a little banner beneith each of there posts with there character, name, and PSO hangout. Is there a way I can make one of my own? Let me know. Thanks.

1. Make a picture file (using pics from the game taken by either yourself or someone on here on a designated night) .jpg or .gif whatever
2. Upload it somewhere
3. In your signature thing put the html code for an image source.
