The bug that makes any non region PSO prevent you from using heal/revive/support spells and items on team mates, and Rafoie. Does that bug happen offline too?

Its flitted up and down the forum a few times, you may have seen it pass, but never noticed as it only applies to people who play US PSO on a non US DC.
