Random passer-by: Actually we would. I believe the process is called evapotranspiration, whereby water droplets are taken from oceans and rivers etc. (evaporation), and, when they rise to a certain level, they reach condensation point, and form clouds (transpiration). When these clouds becom too heavy, they release the water held inside them (precipitation).
