So I followed the steps exactly at:

but Win98 would never pick up the phone to answer the DC... I was using a USB Viking 56k modem... I switch to a Gateway Telepath 56K Winmodem (which is EXACTLY the same as a 3Com USRobotics x2 modem), installed the GW telepath drivers, went through the steps in the faq and it picked up the DC and worked like a charm. Even PSO worked just fine. Kudos! If you are having a problem with the DC not being picked up and you are SURE you've followed the steps properly, you may just want to get a non-suck-a$$ modem.
