I know I need PSOproxy, but is there anything else that I need in order to upload screenshots?
I'm stuck offline if it makes a difference.

u need a home LAN/router for psoproxy to work the way it was designed..

You need to be on a Broadband connection and have PSO Proxy installed, then you enter your IP address of your PC into your gamecube and then click 'homepage' from the main menu from PSO and the upload page will load.

Once loaded it will allow you to upload a snap
