Same as before, I assume? 10000 Meseta on your lobby/non-battle character and you can change his or her appearance?

It's possible that the game has it, but somehow I doubt it. No one's said anything about it, even people who have gained alot of Meseta.

There could be a way to unlock it though.

It can't be done. Because your mesta is stored server side, you can't change your character's looks.

Dressing Room exists. Price for a change of clothing is one Game Clear. Clearing the game means finishing Offline Mode the *real* way, IE beating both final bosses

I didnt saw finish in both story mode dark hero?
i finished hero and i dint had it.

Did you fight the actual final boss or just the girl with the large gun or sword? There is another boss past taht one, accessible with Sil'fer and Break at the very least. After that you get a "true" ending (no weird thing breathing after the credits) and can access the dressing room.
