what the hell is up with these things anyway? I spotted one last night but couldn't bag it before it got away. I've heard it's got some rare items.

Blue Rappies, also known as Al Rappies. They are a rare version of normal Rappies and you could get neat stuffs from them, it's pretty rare that you meet them so bummer if you missed him.
