The Off Topic forum is off the topic of PSO, mostly.
Spamming an off topic thread with even more off topic things is one of the "uses" of FKL, in a sense.
In this case, talking about penguins is NOT an example of staying on topic, even in this thread, since the thread is about whether Off Topic threads CAN go off topic, otherwise this thread has no topic to begin with, and as such is a second strike for it being sent to FKL.
