newman question

what lv does a newman have to be to have its tp restored back to max in maybe under a minute or afew seconds and what could help get it there if not the lv ?

Never. TP regeneration speed maxes out around level 100 or so. Basically the fastest it gets is about 3 TP per second. On a character with, say, 2400 TP (a FOnewearl can get over 3000) it would take 800 seconds or 13 1/3 minutes to completely regenerate.
