whats the deal with Heavens Punisher!?

three days ago i get a Heavens Punisher....but the special wont work, i thougt it is becouse i was playing in normal mode.
Yesterday i played in Hard mode and de HP?s speacial attack works great but today i played again in Hard mode and it happens again!The special doesnt work, it does just shot and the damage was about 60 points...so whar is the deal with Heavens Punisher when does it work and when not??

ok I can help you here since I too have one.

The special only works when the beat timer starts with an even number so:

000-099,200-299,400-499,ect... it works

100-199,300-399,500-599,ect... It will not work.
