If you are using the US versin you can't. If you are using the Japanese verson it should be the first menu when you select the ship you want to go on to.

So does that just mean you have to set your language to JP before you can download the english translated version of the quest?

Because...it's still on headline at the front page of PSOW that it's been translated and made available to download by people outside of the JP version. However, I went on to the JP ships (where it says it is) and nothing appeared. But my lang. was set to Eng.

Is it really true that you can get these quests in english WHILE playing on a NON-JP version of ep3? I hate switching the language...can't read, can't talk, don't have the kind of KB that lets you switch. But I really want to try these new quests!

you can play the episode 1 and 2 quest Blue Star Memories on Japanese ships to get the key items that will enable you to download the episode 3 quests when they become available. The episode 3 quest is not available to US versions of the game yet I don't think. The ep 1 and 2 quest is not a downloadable quest, you just play it by going to the Japanese ship and selecting the VR quests, the title and all the story of the Blue Star Memories quest is translated to English.
