i hered that there is some sort of 30$ video card you you can buy for pso that lets you make video clips.is that true? and if so where do i buy it?

Most any capture card will let you record something off of your tv, vcr, dvd player, game console or camcorder. You can also use it to take still pics (I would recommend using DScaler (http://www.dscaler.com) for that.)
My video card has that feature built in so I haven't had to look for a separate piece of hardware to do it, but you can find capture cards for cheap. Your local Best Buy, Circuit City, Comp USA etc. will have them.

What you're looking for would be a Video Capture Card. Anything that has the same type of connections you're using (AV/Composite/SVid) would work for your uses.

the link you gave doesn't go anywhere for me. You need to edit it and drop the url tag at the end and then it will work.
Anyway, yes that would work just fine although its not a capture card. I'm sure you can find a card for cheaper. I use my new graphics card which is a ATI - ALL-IN-WONDER 9800 PRO and I got it for like $350.
