I have found a delsabre's right arm and a s-beats arm how do I change them into swords? Can you please tell me in detal.

first: finish "the docs secret plan" quest,

second: goto "dr. montague's reaserch" (i think? something along those lines) then have the arms on you and talk to Dr. Montague, he's on Pioneer 2.

for the exact name of the 2nd quest you need to goto check the quest forum or the FAQ on this page.. i belive its in one and/or the other

Do what IVI said! I believe he is in "Unsealed door" as well.

He's right, except for one thing. You talk to Dr. Montague after the quest, not during it. If you talk to him during it, nothing will happen. When you complete the quest, talk to him on P2 and he will change them.
