Question about Twin Brand

Can anyone confirm, or deny that the Twin Brand can be grinded up to +99 ?

If not, then the Twin I traded last week is a hack, and I should delete it. Sigh.

That's a hack; the best grinding you can ever do is 75, on a Saber I think. Most rares don't go over 9.
