Psycho Wand Special?

anyone know what this thing does for a special? i got one for my force but he's a long way off from using it.

It casts a random low level spell, like Barta, Foie, or Zonde 15. It can also reduce TP cost for spells, although I can't recall what amount. I know it's more than the 10% the C-Sorcerer Cane provides..

I need to find me one of those psyco wands! The one that i have, while it casts foie, zonde, and barta, does NOT reduce the cost of the spells. My c-sorcers cane reduces the cost by 10%, but not the psyco wand.
