Sometimes you need to refresh the pages.
Occasionally even working images fail to load on your computer if your connection is a little flakey.
Refreshing *should* do the trick.

The best way to get a 'custom' avatar is to make a PSO-related avatar you want to use, then submit it and get it accepted. XP
