Emperor Palpatine was so powerful he could foresee the future. Yoda can *sense* the future {I'm not real sure if he can actually see it or not}. But they are somewhat Psychic.....I mean, they can see 3-5 seconds or so into the future *just by instinct at times, alone* and that is enough to tell them what Vash has planned. And I haven't really read a lot of books, but I'll take Outriders word for it.

okay, now that that's settled, would you like to make a treaty of alliance? The following terms would be:

-should the other party need help, then the party that doesn't need help is to help them
-any party must check with any and all allianced parties under this contract before making a peace treaty with another party (so you can't side with my enemies and I can't side with yours) and if the that party says that you cannot join the other party, then you cannot join that party unless they give no good reason
-failure to adhere by this contract will result an immediate termination of t his contract and possible war

rappies can't fly (just mysteriously get into trees and fall from them), and Rati's can only hover about a max of 6 feet, so you should have no worry about that. We do have anti-air cannons to defend ourselves though, but invading the air would be pointless for us.
