The only way I can actually recognize this reference is because I happen to have that Animaniacs sing-a-long VHS tape... scary.

It's from a musical by Gilbert & Sullivan called, "The Pirates of Penzance". It's about a group of pirates who have a rule of not stealing from orphans, and everyone knows it. The nanny of the main character was told to apprentice him to a "pilot" when he was young, but she's hard of hearing, and mistakenly apprenticed him to a "pirate". Go figure.
