I think it means something like this:

Light makes darkness a pair exists

I think this means 2 people working togather

but it doesn't always exist

It's kind've interesting to ponder the incantation, though. This might put PSO somewhere in the original PS mythos, assuming that someone somewhere along the line packaged up a Dark Falz/Force and chucked it into space. ...did that happen in PS3? It's the only one I haven't played through completely, but I remember hearing something about a Dark Falz/Force sealed away and removed from the planet rather than being destroyed.
