Anyone wearing the warden hat is impervious to damage. It's not that you're not allowed to blast the warden, It's that you can't. Wearing the warden hat doesn't bestow much power though. All you get is a heavy southern drawl and a billy club to beat escapees with and say "what we have here is a failure to comunicate."
