According to the ESRB ratings, Adult Only games are those that "may include graphic depictions of sex and/or violence." So, it's mainly a point of view thing. It may get slapped with a "M" rating, or the "Adult Only" rating.

Officials from both SONY and MS have gone on record of saying that they will not license games with a rating of AO.
Overall, this is a real bad thing for the industry. There's enough contraversy surrounding the issue of the ratings and their enforcement, and this only adds to the debate/headache.

I agree, the link was just ANOTHER forum, which is no different than what we could speculate here. I was expecting an official site, or atleast an official notice, but nothing like that. Besides, if there was a topless mode, the game would get a high parental rating, thus reducing sales to a lower audience.

Unless of course most people's parents don't look at the parental rating system. Mine never did, so I was lucky.

Adult can mean anything, though. It doesn't always have to be sexual. Could just be mature situations or things. Heck, if the characters drank alcohol and got drunk, that'd even be considered adult.

But yeah, you have to remember that Tecmo doesn't want to deface their own characters. I think putting them in a volleyball game isn't that bad, but topless? Come on, they have to atleast hold into their character persona.

Yeah, but thats different really. There's a big difference between increasing the jiggly-ness and jumping around without clothes. Sure, playing volleyball, but running around naked? I don't know, I think that's a pretty steep jump from a jiggly-meter. There are just things that stop being funny when you go too far.
